Add possibility to manage sender restriction in mailing list (SB-1093)

One may want to restrain the usage of mailing list to some sender only, for example for newsletter, informational emailing in society, etc.

It is currently possible to limit people that may send email to mailing list directly in postfix (through milter).

It would be interesting to add this functionality directly in admin interface (for each domain ?) in order to allow an administrator to restrain mailing list.

We too would need this functionality.

This restriction could also apply to prohibit sending to a mailing list from external correspondents (ie allow sending only to internal accounts).
