Rsync based backup is really slow.
Snapshot based backups should provide greater backup & restore speed.
For example you connect to an older version of the database by starting postgresql with pgctl -D <snap>
Use a technology with writable snapshots for that (eg. zfs for linux which is available on ubuntu xenial).
Rely on zfs send & stuff like that to ship the backup increments to a NAS.
