Let a user have fine grained, admin level control over another user's or a shared mailbox.

With proper settings, a user could, through it's own user settings, autonomously have control over another mailbox, namely :
- auto-transfer ;
- auto-reply ;
- signature ;
- mail filters.

Search		TIP: it's more efficient to vote for an existing suggestion than to submit your own – the "post suggestion" button appears after search results (if you're logged in).
	Include suggestions that have been developped List most recent suggestions first
